Who is afraid of emergency politics? Public opinion on European crisis management during Covid-19

Abstract After a decade of crisis management, the democratic implications emergency modes governance in European Union (EU) are under spotlight. The prevailing analysis is critical. Scholars point to an emergent, distinctly trend transnational exploitation where elite appeals exceptional pressures serve asymmetric power and influence, overriding norms potentially fuelling Eurosceptic backlash. However, literature does not ask whether citizens consider themselves disempowered by EU’s politics, with its alleged emphasis on urgency technocratic problem-solving. relative symmetry simultaneity Covid-19 across Europe offers opportunity for empirical examination public opinion traits politics. We juxtapose politics cleavages use survey data from 15 member states EU- national-level pandemic responses examine competing hypotheses. Our findings indicate perceptions management largely determined prior views EU integration democracy. More generally, results suggest that cleavage remains overall key driver delimiter Euroscepticism times. Though there some variance between dimensions, we do detect widespread perception disillusionment motivated rule.
